- 2 tablespoons butter
- 2 tablespoons all-purpose flour
- 1 ½ cups milk (whole milk preferred)
- 4 oz dried chipped beef, sliced into small pieces
- ¼ teaspoon black pepper
- Pinch of paprika (optional)
- 4 slices of toasted bread

- In a medium skillet, melt butter over medium heat.
- Whisk in flour and cook for 1–2 minutes to form a light roux (don’t let it brown).
- Gradually whisk in milk until smooth and thickened.
